1. Site selection:

2. Solar measurement

Measurement of meteorological parameters, design of the measurement station, technical specifications of the measurement station, preparation of the measurement site, certification and operation of the measurement station are important for project development and project financing.
Measuring devices must meet the characteristics specified in the Meteorological Instruments and Observation Methods Guide published by the World Meteorological Organization.
The solar measurement station must support remote access and data transfer. Depending on the planned facility type, special measurements should be made to measure reliable radiation data.
The solar radiation measurement station should be able to measure and record the following parameters;
- Global horizontal irradiance (GHI)
- Diffuse horizontal irradiance (DHI)
- Direct normal irradiance (DNI)
- Temperature
- Relative humidity
- Wind speed
- Wind direction
The solar measurement station should be easy to transport, install and maintain. It can measure as well as additional parameters such as barometric pressure and precipitation when necessary.
3. Preparation of technical feasibility report
It is important to prepare a good feasibility report for a solar power plant installation. A solar feasibility report should include;
- the solar radiation characteristics of the selected power plant site,
- the suitability of the selected land for solar power plant installation,
- grid connection status,
- equipment transportation status
4. Project design
Advanced software is used in the design of a solar power plant. Determining the location of PV, inverter, cable and other units according to the structure of the land are the main issues of SPP design.
5. Project management
For the solar energy-based project that has received a pre-license, the pre-license procedures are completed and the pre-license is converted into the license.
For licensed solar projects, the technology type is selected and technology purchase agreements are signed. If necessary during the licensing process, EIA, acquisition of land use rights, zoning and project approval procedures are re-done or amended.
